When your thumbnail showed up in the message center, I was like wow, who's is that?. 5
Your stressing out about background, but there's nothing to worry about. There's only a few flaws, at first sight, the background doesn't even matter, but when you stare at it for a longer time, it starts to bug you. D:
Maybe you should've not made the blue
Your colouring has improved, I'll tell you that. It's the background that captures my attention though. When you colour, you should make more impact and show on the character, not the background. (You were aiming for hitting eye-on spot on the character, right?)
I know you can make some flashy colours and everything on the clothes, more shinier hair maybe, and darker shades. The eyes are spot on, they're great - and lastly, give the hair more like... BAM! you know?

Good piece overall - keep working on the colouring projects. Personally, I try to incorporate realistic shadows in colours, even if it is an anime style sketch or so on - but, regardless, anime linearts really do demand the "manga style" of shading (i.e., a significant difference in tones between highlights, mid tones, and shadows) or a more drastic style of natural shadows. Thinking about pieces you see that are classic anime styles, they either completely lack shadow (and thus seem very flat) or have very noticeable changes in tone.
As I said, great work - and never stop practicing and learning.
